From Gatekeepers to Ghosts: The Decline of Local Newspapers and Its Effects on Civic Engagement, A Case Study of Nigeria

Abstract

The decline of local newspapers constitutes one of the most consequential yet undertheorized crises in contemporary African democratic studies. While the global retreat of print media has generated substantial scholarship in the Global North, the ramifications of this decline within Nigerian political contexts remain insufficiently examined. This paper offers a theoretically grounded, historically contextualised qualitative account of the structural erosion of local newspaper patronage in Nigeria, and proposes a causal mechanism, rather than claiming empirical proof of causation, through which this erosion weakens civic engagement at community and sub-national levels. Drawing on agenda-setting theory, Habermasian public sphere philosophy (as critically reworked through Fraser's subaltern counter publics), and Putnam's social capital framework, the paper constructs an integrated analytical framework to examine how local print journalism functions as civic infrastructure. Using historical analysis, three structured comparative case studies, and engagement with primary documentation from field reports, institutional audits, and practitioner accounts, the paper demonstrates that Nigeria's transition from a robust print culture to fragmented digital media consumption has not produced an equivalent civic substitute. The paper is explicit about the limits of its evidence: it argues by mechanism and analogy rather than by large-N causal inference, and it calls for original survey and interview research to test the causal claims advanced here. Policy and industry recommendations conclude the paper.
